Benchmarking
Municipal benchmarking is a repetitive process that analyzes: strategies, functions, services, current approaches and practices in municipal activities. MEPCO uses this tool to measure the performance of self-governance activities of Czech municipalities.
The aim of the benchmarking project is to increase efficiency of operations, processes and outputs of cities in the areas of new public management and utilization of European funds.
The actual method is based on a comparison between individual participants and their performance together with a comparison of good practices and optimal search solutions that can be applied across participating cities. This method can be applied to any topic where similar activities are carried out by one or more entities.
The benchmarking cycle begins withthe collection of data and involves making a comparative analysis. The importance of benchmarking is revealed especially in its last two stages- learning and improvement. The aim of MEPCO’s benchmarking concept is to mediate comparisons and transfer experience from abroad. The execution and application of methods was created in cooperation with VNG International. A foreign partner of this project is the Dutch city of Hague.

The Benefits of Benchmarking:
- Mapping the situation in the analyzed topics
- Identification of strengths and weaknesses of the target group
- Comparison to other cities
- Individual evaluation and recommendation report
- Demonstration of the growth direction, specific recommendations for improvement
- Good practices and their sharing
- Participation in round tables and workshops
- Possible detailed analysis of the identified weaknesses
Criteria for Participation in the Benchmarking Cycle:
- Interest in continuous improvement
- Willingness to uncover the good and/or bad aspects of the operation processes
- Willingness to cooperate
- Willingness to share knowledge, proven processes, methods
- Commitment to the implementation of the recommendations
Benchmarking Outputs:
- Introductory meetings with target groups and partners
- Comprehensive comparative report
- Discussion meetings with target groups and partners on the survey results; provision of good practice
- Individual evaluation reports for each participant
- Collaboration platform on selected topics for the cities
