MEPCO provides expertise for implementation of competency modeling to the city of Uherské Hradiště.
It is comprised mostly of creation of the model, realization of competency audit, creation of development
plans and implementation of the model into the existing software solution.
Realization of the education activities is part of the project as well, all tailored to the
specific need of the city.

MEPCO is implementinganotherprojectintroducing theconcept ofSmartAdministration.
It isan application of competency based modelinto the city of Most. The projectwill further

plansandthe creation ofso-calledemployeecards. Apart fromthe actual project management MEPCO also
provides educational activities related to competency modeling and development
of personal skills, which is derived from the results of the audit.
The project aims tostreamline themanagementanddevelopment of human resources forthe cityof Most.
Utilizing an objectiveapproach to th edevelopmentandevaluation ofemployees, itleads tomore
accurateand better training plansforemployees. Besides theireducationallevel
itpositivelyaffectstheirsatisfactionandmotivation as well.

optimizationof processes, includingtheinvolvement ofsoftware support. MEPCOfocusesmainlyonmonitoringof
financial and timeschedulewithrespecttooutputs, communication withservice providersand regulators,
and last but not leaston the organizationand implementation of trainingsunder the project.

The main aim of the project was the implementation of the method of Balanced Scorecard within the strategic management as an auxiliary instrument for increasing the effectiveness and performance of the activities of the Ministry for Regional Development of the CzechRepublic. The realization of the project included the formulation of the strategic vision of the Ministry, elaboration of the strategic map using the cause loops (the so-called “dynamic scorecard”), description of the perspectives and strategic topics, selection of benchmarks on the top level, training of selected lead workers of the Ministry for Regional Development in the BSC method, presentation of the strategic model to the selected workers of the Ministry, explanation of the strategy, motivation for smoother acceptance of changes, cascading of the top-level BSC down to the sections i.e. a back-up through consultations provided by the implementation team, preparation of the communication strategies and approaches towards the employees of the Ministry for Regional Development. Subsequently, a communication strategy was realized, and also the process of cascading of the top-level BSC down to the department level took place.

The aim of the project was to enhance the implementation of new modern instruments designed for the management of quality in the public administration. Using these instruments is a way to react to the changes that reflect the reform of public administration and the continuously emerging new tasks and competences that are delegated upon municipalities. All these modern instruments help to increase the quality and efficiency of the performance of public administration, to support the democratic principles of government, as well as to transfer the focus onto the satisfaction ofcitizens.
The project focused on the introduction and implementation of some of the modern instruments of quality management in the authority offices, namely of municipalities with extended powers. The project involved the implementation of the Balanced Scorecard (BSC) method in 5 municipalities; approximately 20 municipalities were engaged in benchmarking, and another 10 municipalities were to assess their activities through the Common Assessment Framework (CAF)method. The project involved both, authorities with previous experience with some of the modern instruments as well as new authorities.

The project involved three different workshops, including a brief introductory training in the method, facilitated by MEPCO experts, as well as the elaboration of the final report. MEPCO covered both, lecturing services as well as the method itself. The goal of the meeting was namely to check up on the possibilities of the application of the Balanced Scorecard method for the transformation of social services within the region of Karlovy Vary, to characterize and share the vision about the transformation goals, to particularize the vision with respect to this method, including the follow-up to the approved Medium-Term Plan for the Development of Social Services in the Karlovy Vary Region, proposal of a strategic map describing the transformation strategy, and evaluation of the applicability of the method for the transformation of social services.

Within the process of supporting the absorption capacity of the Vysočina Region, a handbook was elaborated for the implementation of strategy management through the Balanced Scorecard method. The activity involved the assessment of possibilities of its application on the level of the Region as a public corporation, or else for the management of the Regional Authority. The project included workshops, which involved both, the political representation (Regional Board) and the employees of the managing department of the authority. The handbook contains a description of the method, enumerating the possibilities of its implementation within the Region, the first version of the strategic map, and a proposal of indicators and their description.

The aim of the project was to prepare and publish the publication named “Implementation of the Balanced Scorecard Method in the Public Sector”. The publication includes an analysis of domestic and foreign projects in the public sector, both realized and prepared, and a comparison of examples of good practice in the Czech Republic with those from abroad.
