Strategic Development Plan for the City of Znojma for the period 2016-2022

The contract is for the elaboration of the Strategic Development Plan for the City of Znojmo for 2016-2022 and the first two-year Action Plan for its implementation. The strategic plan will include the analysis, SWOT analysis and summaries of key trends in development and design, which will define the vision for the development of the city, each priority area (3-4), goals and measures, target groups, responsibility and cooperation, financial estimates performance, relationship to the territorial plan or other conceptual documents. The Action Plan will be drawn up based on defined objectives and measures. The Strategy and Action Plan will be prepared by experts and the community based on the principles of Agenda 21. The community method will be used mainly for prioritizing problems and proposals for action. The strategic plan will be part of the implementation that sets management processes and monitoring implementation of the strategy.

In cooperation with the City of Decin, MEPCO prepared the City of Decin Strategic Plan 2014-2020, including a public hearing and the methodology for the Action Plan for its implementation. The strategy was designed for the appropriate set of indicators and will assist in their implementation.
Included in the Strategic Plan was the definition of financing options for each action/activity, which was based on the most recent proposal for grant opportunities for 2014-2020.
Strategic management for the City of Litomerice

MEPCO assisted to implement the principles of strategic management in the Municipal Office of Litomerice. The project developed an innovative methodology to strategic management, the Action Plan, the Strategic Team, as well as the methodology for the town’s grant system, recommendations for a unified plan of activities, personnel strategies and an innovative marketing strategy for tourism. Other key activities included public involvement and openness of the Town Council, and the organisation of educational and training events.
An assessment of the socio-economic contribution of a plan has been incorporated in the methodology of the Action Plan, whereby individual project plans (arising from the different departments of the Municipal Office or citizens) are evaluated using a multi-criteria evaluation focused on the economic, social and environmental impact of the planned projects.
Development Strategy of the City of Ústí nad Labem 2015-2020

In this project, MEPCO was engaged in the first phase of evaluation of the Development Strategy of the City of Ústí nad Labem 2015-2020. Another partial activity was processing the available analytical data, and execution of local surveys and interviews with key players in regional development. Knowledge gained in previous output contributed to the 2015-2020 Strategy. MEPCO provided maximum cooperation in working with the public (ie. The organization of public hearings) when creating a strategy.
The urban development strategy of Ústí nad Labem 2015-2020 integrated current outputs on the integrated approach to territorial development (from the Ministry of Regional Development and the European Commission, the debate on the topic ITI and IPRÚ). Emphasis was also placed on measuring the success of the plan (objectives and indicators) and a link to the document management system, monitoring, and financial management and budgeting process.

MEPCO provides managerial and educational services in the project. It aims at development of strategic
planning process with an emphasis on utilization of quality management method- Balanced Scorecard (BSC).
In practice, it is represented primarily by an analysis of the current situation in relation to the strategic
process, creation and update of the methodology along with appropriate indicators, as well as implementation support.
MEPCO also provides educational activities provided for the heads of departments, elected officials and
individual users.

An elaborated integrated plan is a basic strategic document of the holder of the plan (i.e. of the town) for a
sensitive development of the site of Park Rochus with a maximum employment of external financial resources.
The plan aims at optimal linkage of soft and investment projects, embedding them in a time schedule
and establishing local partnerships suitable for their realization.

The company MEPCO elaborated the Integrated Development Plan for the town of Vsetín on the basis of the Methodical
instructions for the main principles of preparation, evaluation, and approval process of the Integrated
Development Plan, and also on the basis of the Integrated Operational Programme “Sídliště” (“Housing Estates”),
including the implementing documents, handbook for the applicants, and handbook for the applicants and beneficiaries,
and also including the SWOT analysis, analysis of target goals, measures, activities, risk analysis, and fulfilling
the indicators. The aim was the improvement of living conditions of the inhabitants of the appointed housing zone,
improvement of living standards, improvements of the public areas, and improvement of the image of the town.

Within the preparations for the new programming period of the structural funds, the statutory representatives of the
towns of Chomutov and Most pondered the possibility of a shared procedure, which would be a great integrated project
that would cover the communal development of the area affected by mining activities and other heavy industries.
The towns searched for common methods and synergic strategies for the revitalization process. MEPCO performed
the analyses of the area, analyses of the public opinion, conception proposals for the integrated urban development
plan, including its organization and securing.

The project involved a training of a group of representatives and heads of departments in the fields of
various approaches to the development of strategic documents. In order to evaluate the quality of work of
the employees of the municipal authority, with respect to a satisfaction survey among the citizens focused
on their contentment with living in the town, the project selected and implemented the BCS method (Balanced Scorecard).
